Council, planning commission consider project rating scale

A special meeting between the Hollister City Council and the its planning commission featured a study session Thursday on a rating scale that will determine which projects get priority once the sewer-connection moratorium is presumably lifted in December.

"We have to be ready for Dec. 5 when the moratorium will be lifted," said Planning Commissioner David Huboi. That is the date when the regional water control board is expected to OK new connections to the wastewater plant more than six years after the 15-million gallon sewer spill that caused the construction halt.

The current draft rating scale is in an eight-page questionnaire form. The "yes/no" questions are weighted for 3-, 2- and 1-point values. The point values weigh the projects performance standards, benefits to the community and conformance to the general plan, said Huboi.

If an applicant scores a certain number of points, he or she will then appear before the planning commission to review the application and rule whether standards have been met.

Speakers from the public addressed certain questions that will need revising, but other than that, Huboi believes that "the format is good."
